Qld: Govt to review temperature targets in its buildings
BRISBANE, Feb 18 AAP - The Queensland government will test air temperatures in its
buildings to ensure it is meeting energy targets for air conditioning, Premier Peter Beattie
says.
He made the promise after media reports revealed several state government buildings
had been found to be at lower temperatures than the 24 degrees recommended by power company
Energex.
That temperature is regarded as adequate for comfort and eases pressure on the electricity grid.
Temperatures in buildings including the government's Executive Building, the Gallery
of Modern Art and the Queensland Museum were as low as 18 degrees, The Sunday-Mail reported
today.
Mr Beattie said it was "a bit of a nonsense" argument to say the government was being wasteful.
"When you've got a building like the Executive Building it is set slightly lower because
the doors keep opening," he said.
"That's designed to meet with people opening and closing doors, but we'll look at all
the buildings mentioned because I'm determined to meet these targets."

QLD:Hundreds of Roma homes could flood
By Kym Agius
BRISBANE, April 19 AAP - People living in low-lying areas of Roma, in Queensland's
southern inland, are being urged to leave their homes, with 280 properties at risk of
inundation.
The Bungil Creek, which runs through the town, had been expected to peak at 7.5 metres,
but it's now expected to reach a record-equalling peak of 8.1m by late afternoon, the
Bureau of Meteorology said.
"There are still rises at stations upstream that we are recording, so it looks like
it probably will exceed the initial warning that was put out this morning," BoM technical
officer David Woodman told AAP.
Maranoa Regional Mayor Robert Loughnan said the council is worried about 400 low-lying
properties, or about a quarter of the town, which could either be inundated or have water
on their properties.
"Text messages have been sent to residents this morning via the State Disaster Management
Network, and council staff are on the ground doorknocking at-risk homes and assisting
where needed," Mr Loughnan said in a statement.
"Some localised flooding of streets has already been reported, and motorists are advised
to exercise extra caution on roads."
He said about 280 homes are at risk of inundation.
Sandbags are also being laid and people are urged to move their belongings to higher ground.
Police are advising people to leave their homes.
"There are no mandatory evacuations at the moment, it's just telling people in the
area, please leave," a police spokeswoman told AAP.
"Anybody in low-lying areas we are telling to leave."
The council said it is considering setting up an evacuation centre.
The local disaster management group is holding a meeting at 10am (AEST).
The Bungil Creek peaked at 8.1m in March last year, inundating 200 homes and 400 properties.
It also reached 7.1m earlier this year.
Meanwhile, two people were rescued by police when their car was washed off the Carnarvon
Highway northeast of Roma about 7pm. They were uninjured.
Both the Carnarvon and Warrego highways are cut.
BoM forecaster Michelle Berry said heavy falls overnight were starting to ease.
In the 24 hours to 9am (AEST), Roma received 88mm, and just north of the town 114mm
fell at Tabers and 110mm at Mooga Hills.
"The rain has eased significantly through the Maranoa/Warrego district," Ms Berry told AAP.
"So we're not really expecting any further heavy falls there."
Flood warnings are current for the Comet and Dawson rivers, Bungil Creek and the Balonne
River downstream of Bungil Creek Junction and for coastal rivers and streams and adjacent
inland areas from Rockhampton to the Sunshine Coast.

Cancer patient gets help from George Washington U. sorority
University Wire
10-29-1998
(The Hatchet) (U-WIRE) WASHINGTON, D.C. -- The Sigma Kappa sorority will focus its fund-raising efforts this year on helping one of their sisters in her fight against cancer, said Ellen Blankenstein, vice president of alumnae relations for the GW chapter.
Michelle Crosby, an alumna of Sigma Kappa sorority and a member of GW's Sigma Kappa advisory board, underwent a bone marrow transplant Sept. 29, Blankenstein said.
Crosby, a 30-year-old wife and mother from Falls Church, Va., was diagnosed with chronic myelomonocytic leukemia during the second trimester of her recent pregnancy. None of her family members, including her son and newborn daughter, were bone marrow matches. Crosby was dependent on finding an unrelated donor through the National Marrow Donor Program's Registry of Bone Marrow Donors, according to an Internet site updated daily by her husband, Joe.
The transplant, which Blankenstein said was "very successful," does not end the slow process of recovery.
"It's a hard, hard, hard process," Blankenstein said. "But the doctors think she's doing really well."
Joe has chronicled his wife's struggle on the World Wide Web at http://michelle.crosby.org in an effort to promote awareness about leukemia and to update friends on Crosby's progress, according to the site.
"Good news. The transplanted cells have engrafted," her husband wrote on the Web site.
Michelle is struggling to overcome nausea and other side effects that a bone marrow transplant can cause, according to the site.
Her husband also lists the effort Crosby's friends and sorority sisters have made to raise funds for her medical bills and to promote bone marrow donor registration. GW's Sigma Kappa chapter has been involved in fund-raising for Crosby since she was diagnosed. Recently, the sorority raffled off Beanie Babies online, and members said they are continuing their efforts to help Crosby.
Kate Arnold, Sigma Kappa representative to the Panhellenic Association, said at a recent Panhellenic meeting that the fund-raising for Crosby will be the sorority's major philanthropic event of the semester.
Blankenstein agreed and said a special event will be held for Crosby Nov. 6.
The fund-raising contest, which will be held in J Street, will be based on the MTV show "Singled Out." Participants will compete for a date and will pay $5 to enter, Blankenstein said. All proceeds will go to the Crosby family.
Sigma Kappa members coordinating the event said they feel tremendous loyalty to Crosby.
Blankenstein said it was meaningful to organize a fund-raiser that would directly benefit someone close to the chapter.
"She's just great," Blankenstein said. "She's done so much for us. We'd like to be able to help her."

Fed: Rudd to Brumby: hospitals need money and reform
CANBERRA, April 14 AAP - Prime Minister Kevin Rudd says hospitals will have the "same
old problems" if the premiers don't agree to his health system overhaul.
Victorian Premier John Brumby is resisting the federal government's plan and is expected
to outline his reasons at a National Press Club address on Wednesday.
Mr Rudd told central Queensland radio station 4RO on Wednesday that Mr Brumby should
know money alone wouldn't fix the health system.
"More money for the health system without more reform just means more business as usual,"
he said.
"More business as usual just means the same old hospital system with the same old problems."
Mr Rudd will visit Gosford Hospital, on the NSW Central Coast, on Wednesday.

NSW: Private burn-off likely to have caused bushfire: Whan
Eds: Reissuing subbed version
By Kim Christian and Stephanie Gardiner
SYDNEY, Aug 31 AAP - A private burn-off is likely to have sparked a bushfire still
raging on the NSW south coast that threatened homes over the weekend, authorities say.
No properties are now under threat from the blazes near Burrill Lake, in the Shoalhaven
region, and further south at Eurobodalla, but authorities are warning residents to be
alert to any sudden wind changes.
Backburning has been undertaken at both sites to set up containment lines and about
150 firefighters and six aircraft will patrol the Shoalhaven fire on Monday.
NSW Emergency Services Minister Steve Whan said the fire was still burning out of control.
"We're confident that at the moment that properties are not under threat, but obviously
that can change quickly if there is a wind change," he told reporters on Monday.
"In some areas we've got to still work out what the causes of these fires were, but
anecdotally so far it seems that the fire around Burrill Lake was actually an escaped
hazard reduction from a private property, but that has to be investigated thoroughly."
He said property owners in some areas had not heeded last week's warning to avoid burn
offs in windy, dry weather.
The Rural Fire Service (RFS) is also advising people in the Lake Tabourie area to remain alert.
Gusts up to 60km/h from the northwest continue to lash the Illawarra and south coast.
Mr Whan said the conditions over the weekend had been difficult for fire authorities.
"For a weekend late in winter, last weekend was very challenging," he said.
"We had a number of fires around the state and one in particular around the Burrill
Lake area is still burning out of control in some areas to the west of the Princes Hwy,
but it is not currently threatening people's properties."
He said RFS volunteers had protected threatened houses.
"I saw them there yesterday, they had tankers interspersed amongst the houses which
were threatened," Mr Whan said.
"They were standing side by side with residents who had decided to stay and fight and
as a result of that the bulk of property which was threatened was saved."
He said recent strong winds and warm weather had dried out areas left damp from flooding
and left it difficult to do hazard reduction burning before summer.
He urged NSW residents living in fire-affected areas to prepare their properties for
the forecast warm spring weather and have a fire plan in place.
"That means making a decision about whether you're going to stay and defend your property
or leave and if you're going to leave, leave early before fires approach."
The NSW government was continuing with its stay or go policy, Mr Whan said.
"What we want to do in light of the Victorian Royal Commission's recommendations is
to better educate people about what that means."
The Bureau of Meteorology says recent windy conditions will be followed by a hot early
spring period and an increased fire danger.
"We've got a lot of resources ready to go to help people and to fight fires where that's
necessary, but we need people to actually take their own precautions," Mr Whan said.

Fed:Renewed calls for asylum seekers to be processed on mainland
The Greens have renewed their calls for all asylum seekers to be processed on the mainland
.. amid reports that another boat is on its way.
The federal government hasn't reports of another asylum-seeker boat which could reach
Australia within days.
The Australian Greens say they want the government to ensure that any future asylum
seekers are brought to the mainland for processing.
Under current arrangements .. people who don't reach the mainland are processed offshore
.. which limits their legal claim for asylum.
The Greens say the boat which exploded and sank off the northwest coast of Australia
last week is an example of Australia's two-class system .. with the 13 taken directly
to Darwin for medical treatment now able to apply for refugee status in Australia.
But 29 others who were first taken to an oil rig will be processed offshore.

NSW: Sentence cut for Skaf brothers 'unbelievable'
SYDNEY, Dec 17 AAP - A cut in the sentences for the notorious Sydney gang-rapists Bilal
and Mohammed Skaf is unbelievable, the father of one of his victims says.
Bilal Skaf and his younger brother Mohammed Skaf on Wednesday failed in their bid to
overturn their convictions for the August 2000 pack rape of a teenager at Gosling Park,
in Sydney's west.
However, the pair won reductions in their sentences, with Bilal's parole eligibility
date brought forward by two years, and Mohammed's brought forward by 18 months.
The sentence cut prompted outrage from "Darren", the father of a teenage girl - identified
only as Miss C - who was raped at Bankstown by a pack including the Skaf brothers just
two weeks after the Gosling Park offence.
"It's unbelievable," Darren told Macquarie Radio after hearing of the sentence cut.
"I don't get it, what's the go with judges and their court of criminal appeal? Do they
love it? What's the go here?
"I would honestly like to meet and speak to one of these lawyers who defend these guys
- I know they're cowards, that's why they're defence lawyers.
"What, do they love criminals?"
During the Gosling Park appeal, the Skafs' lawyers had argued there was no long-term
physical injury suffered by that victim.
"You can't tell me raping someone isn't going to have a psychological effect," Darren said.
"My daughter has come out of it not so bad. I know one of the girls who has come out
of it, her life's a mess."

Swm: Schipper after gold in 200m butterfly
SYDNEY, Aug 12 AAP - Beijing Olympics bronze medallist Jess Schipper won't let a little
cold hold her back in her pet event, the 200m butterfly, her sister says.
Rebeccah Schipper said her sister wasn't feeling 100 per cent going into yesterday's
100m butterfly final and her third placing behind golden girl Libby Trickett was a bonus.
"I think she's resting up and getting ready for the 200m which is her pet event," she
told the Nine Network.
"Fingers crossed for that one because it's a long way to swim if you've got a little
bit of a cold."
She didn't find about Schipper's malfunction with her Speedo LZR Racer suit minutes
before yesterday's final until after the medal ceremony.
"She hid it well .. just focusing on what she needed to do in the race and I'm really,
really proud of her," she said.
"She's got her individual medal now and it's so exciting.
"She's happy, she's focused, back in the game and looking forward to the 200."
Schipper will start the 200m butterfly heats tonight as warm favourite for the gold
medal in an event that does not include 100m `fly winner Trickett.
Trickett's best friend Jess Beitz told the Nine Network it was a fantastic swim.
"I am so proud of her (Trickett), I'm in awe. She's just done so amazing. I can't even
speak, I'm just overcome," she said.
"It's gotten to the point where you know that she won't be coming to parties. We sort
of have to organise stuff for her to do, like dinners and stuff. But we don't even bother
with parties any more."

SA: SA wind farm threatens ancient tree and endangered animals
By Liza Kappelle
ADELAIDE, April 2 AAP - A wind farm being built in South Australia is threatening endangered
animals and one of the nation's oldest trees, nearby residents say.
SA Democrat Sandra Kanck, and some residents of Hallett, have asked federal Environment
Minister Peter Garret to stop part of AGL Energy's proposed wind farm around the mid-north
town.
She says they are not opposed to AGL's five-cluster 100-turbine wind farm, the first
part of which is due to open soon.
But they want one cluster stopped, claiming it threatens water and unique ecology atop
Mt Bryan - SA's second highest mountain.
"The Hallet 3 cluster of 32 turbines planned for the Mt Bryan area is only 20 metres
from possibly the oldest tree in South Australia," Ms Kanck said.
"The eucalyptus bicostata is a form of blue-gum that is unique to SA.
"The wind farm also threatens vulnerable, endangered and rare plants and animals including
the silver daisy, pygmy blue-tongued lizards and wedge tailed eagles.
"I want more wind power for SA but not here."
Hallett resident and gallery owner Felicity Martin says Mt Bryan, which gets snow most
winters, has five distinct ecosystems, plus springs important to the town.
The threatened tree was believed to be nearly 1,000 years old, she said.
"Everyone would be up in arms if they decided to bulldoze Mt Lofty (SA's highest peak)
and have a wind farm up there," Ms Martin said.
"And this has probably got even more unique fauna than on Mt Lofty."
Ms Kanck has written to Mr Garrett asking him to halt the project until it can be assessed
under the Environment Protection and Biodiversity Conservation Act.

Vic: Army aircraft to shoot down rogue planes during Games
By Danny Rose and Jane Bunce
MELBOURNE, Dec 5 AAP - Jet fighters and Black Hawk helicopters will be on alert to
shoot "rogue" aircraft out of Melbourne's skies during next year's Commonwealth Games.
Stringent flying restrictions throughout the 12-day event are among security measures
Victoria Police announced today, 100 days ahead of the March 15 opening ceremony.
Police Chief Commissioner and Games security head Christine Nixon said protection had
been scaled up since the Sydney 2000 Olympics to the highest level of security "ever seen
in this country".
The flight exclusion zone will cover a 40-nautical mile (about 75 kilometres) radius
from the games' main athletics venue, the MCG, taking in about 20 airports and runways
spread across the city's suburbs.
Ms Nixon said the zone would counter a potential September 11-style terrorist attack
using a hijacked aircraft or small plane.
"If someone was to stray into the area, they would be given a lot of warning and they
would be able to be dealt with, I hope, appropriately," Ms Nixon told reporters in Melbourne
today.
Asked whether shooting down a rogue aircraft was among the available options, Ms Nixon
said: "Certainly that's a possibility", adding that the decision-making process would
be suitably swift.
"That won't be something that people will have a half-hour discussion about," she said.
Victoria Police Commonwealth Games Planning Office Commander Brendan Bannan reassured
the aviation industry that routine commercial flights would continue unhindered.
"It's about protecting the airspace from rogue aircraft that are un-notified and flying
without flight plans," he said.
Ms Nixon said the heightened air security would be matched on the ground with thousands
of police, military and security personnel plus experts from interstate.
All police leave and training commitments have been cancelled, a move that boosts the
number of available officers by 25 per cent.
The security plan also includes extra vetting of international visitors, and permits
for Melbourne residents who live in streets that will be used for games-related security
purposes.
ASIO, meanwhile, are conducting counterterrorism checks on 55,000 athletes, officials
and volunteers involved in the games by comparing their names against information held
in the terrorism databases.
It is believed that families of some of the 4,500 athletes competing at next year's
Games will also be checked.
Security advisers have rated the risk of a terrorist attack during the games as medium.
Commonwealth Games chairman Ron Walker said the security plan would reassure the 90,000
interstate and overseas visitors in Melbourne for the Games that they would be adequately
protected.
"In fact, I want to say to all those people that buy tickets, every person who buys
a ticket and goes to the Commonwealth Games, knowing full well that they will be adequately
protected against any person that wants to cause them harm," he said.
Meanwhile, 100 days from the Games, Victorian Premier Steve Bracks has declared everything
on track for the biggest event in the state's history despite the massive organisational
effort and community goodwill required.
"Our venues, general infrastructure, transport planning and other logistical considerations
are on track and there is a growing sense of community excitement in the lead-up to the
Games," he said.
Some significant milestones over the next 100 days include: Games venues open day next
Sunday; and the arrival of the Queen's baton in Victoria on February 16, 2006.
The 2006 Commonwealth Games will run from March 15-26, 2006.

'I only knew my daughter was a pounds 161m winner when I saw it on TV' DAD'S LOTTERY SHOCK.(News)
Byline: GARY ANDERSON ;STEVE SMITH
BRITAIN'S biggest lottery millionaires kept the win so secret their family only found out when they saw them on television.
Colin and Christine Weir kept the pounds 161million windfall from everyone but their son Jamie and daughter Carly for three whole days. Christine's astonished father Robert Hartless, 84, revealed: "The first we knew about it was when she and Colin popped up on TV - it's absolutely incredible. I couldn't believe what I was seeing - we had no idea.
"I had a second heart attack earlier this year, so I can't take a shock like that! It could have killed me. I'm still gobsmacked because it is just such an enormous amount of money. You just can't get your head around such a win."
Christine rang round her parents and five brothers and sisters shortly before she and Colin were unveiled on Friday afternoon as the mystery win-ners of the pounds 161,653,000 jackpot. But none of the family answered their phones.
Robert said: "I was in the garden and I never heard the phone ringing. I phoned Christine after she'd been on TV and she was still struggling to take it all in."
Colin, 64, Christine, 55, Carly, 24, and Jamie, 22, have been whisked away by Camelot officials to a five-star hotel.
"They've gone away up north to work out what they are going to do with the money," said Robert.
"They are certainly not the type of the people who will just go and blow it on silly things.
"It's typical that they wanted to keep it quiet for as long as they could because they wouldn't have wanted any fuss.
"They said they decided to go public because there is no way on earth you could keep that amount of money quiet."
Christine's sister Alison, 51, was equally astonished when, while on a caravan holiday, she saw Christine appear on the portable TV.
She said: "Everyone was talking about the lottery winners being unveiled.
"We settled down to watch it in the caravan - then saw Christine and Colin walking through the door.
"It was absolutely unbelievable - just surreal. I was absolutely speechless. You immediately think it just can't be true and it's a wind-up.
"I'm thinking, 'For goodness sake, my sister's just won pounds 161million'. I'm still expecting to wake up and it's all a fantastic dream.
"The girl in the office at the caravan site even put it up on the internet afterwards because I still couldn't believe it."
Retired cameraman Colin and retired psychiatric nurse Chris are now just behind the Beckhams in the UK rich list and ahead of celebs such as Ringo Starr, David Bowie and Sir Sean Connery.
Yesterday their modest house overlooking the hills in Largs, Ayrshire, was deserted and the curtains were drawn.
Neighbour David Simpson said: "It's hard to imagine they will be able to stay here now everyone knows they've got pounds 161million in the bank."

Netsmart Technologies is First Behavioral Healthcare Software Provider to Attain Complete ARRA-Certified Electronic Health Record.
Netsmart Technologies, Inc., a leading provider of software and services for health and human services organizations, announced that its Avatar™ 2011 electronic health record (EHR) software has achieved 100 percent ONC-ATCB ARRA ambulatory and inpatient certification, making Netsmart the first behavioral healthcare software provider to offer a complete ARRA-certified EHR both for Eligible Professionals (EPs) and Hospital incentives (see also Business Software and Service Companies).
Testing was conducted under Drummond Group's Electronic Health Records ONC-ATCB program. Drummond Group, Inc., is an Authorized Testing and Certification Body (ONC-ATCB) named by the Office of the National Coordinator to provide Meaningful Use certification for EHR systems and applications. Drummond's Certification Committee has issued Netsmart's certification IDs, and Avatar 2011 will be designated as a Complete EHR on the Office of the National Coordinator for Health Information Technology Certified Health IT Product List.
"We're pleased to offer our industry's first complete ARRA-certified EHR," said James L. Conway, chief executive officer, Netsmart Technologies. "The investment required to achieve certification for our enterprise software products demonstrates our commitment to help our customers qualify for Meaningful Use funding and gain additional resources to better serve their consumers in these times of budget cutbacks."
In addition to the Meaningful Use monetary incentives, use of EHR technology can improve quality of care, advance patient safety, increase customer satisfaction and enhance office efficiency. Facilities and practices using a certified EHR may also experience increased profitability through reduced costs and increased revenue.
Netsmart chose to attain complete certification to provide its customers with a comprehensive ARRA solution. This approach helps providers avoid the time and expense of integrating different EHR products from multiple vendors and verifying Meaningful Use compliance on an ongoing basis as required by the Meaningful Use Final Rule.
In addition, complete certification will be an advantage in states that allow providers to receive the first year of Meaningful Use funding for simply adopting a certified EHR under the "Adopt/Implement/Use" provision of the Meaningful Use Final Rule. This means providers that purchase Avatar or a Netsmart customer that upgrades to the latest release of Avatar could be eligible to receive Meaningful Use incentive funds prior to implementing the software.
In addition to Avatar, Netsmart is preparing its CMHC/MIS behavioral health and Insight public health software products for ARRA certification in 2011. These three enterprise software products, in conjunction with Netsmart's order entry, e-prescribing, consumer Web portal and health information exchange (HIE) interoperability technology, will help behavioral and public health provider organizations take advantage of the significant funding provided for the Meaningful Use of EHRs.
Behavioral health organizations are currently eligible for Medicaid or Medicare Meaningful Use funds based on the number of EPs, such as physicians and nurse practitioners, in their organization, assuming the organization meets criteria for Meaningful Use of a certified EHR and the professionals assign their incentives to the organization. The total benefit for Medicaid Eligible Professionals is $63,750 per EP over a six-year period - a significant financial incentive for organizations.
Netsmart helped lead the way toward introduction of corrective legislation currently under consideration by Congress to extend eligibility for Medicaid and Medicare Meaningful Use incentive funds to behavioral health, mental health, and substance abuse treatment professionals and facilities not previously included as eligible in the HITECH Act. If adopted, the proposed legislation will help behavioral health, mental health and substance abuse treatment facilities become eligible for higher levels of Medicaid and Medicare incentive funds. The legislation also expands Hospital Meaningful Use incentive funding eligibility to include inpatient psychiatric hospitals, and expands eligibility to include mental health treatment facilities and substance abuse treatment facilities. It also expands the definition of Eligible Professional to include clinical psychologists and social workers.

Underwriters Laboratories to Open New HVAC/R Performance Testing Facility.
Underwriters Laboratories (UL), a leader in compliance testing solutions, announced the opening of its HVAC/R Performance Test Center in Plano, Texas. The newly expanded facility and the introduction of new cutting edge testing equipment doubles UL's testing capacity and enhances its HVAC/R performance testing capabilities.
At a time when global demand for energy efficient equipment is on the rise, UL is opening a new state-of-the-art testing chamber complex. When fully equipped, the facility will house seven dual cell psychrometric testing rooms that provide service to a variety of HVAC/R equipment requiring precise temperature and humidity control including package terminal heat pumps, commercial icemakers, remote commercial refrigerated displays merchandisers and variable refrigerant flow multi-split equipment. Additionally, the new facility is connected to the Internet, enabling UL customers from around the world to observe real-time testing and engage in an online dialogue with UL's HVAC/R engineers. This increase in capacity and testing capabilities will help manufacturers meet mandated requirements and achieve energy conservation program goals.
"UL is making significant investments in HVAC/R performance testing to better serve our customers," said Simin Zhou, vice president and general manager of UL's global appliances and HVAC business. "Our new Texas facility has the capacity to provide comprehensive testing services for HVAC/R products and systems, both small and large, including compliance with Department of Energy (DOE), California Energy Commission (CEC), National Resources Canada (NRCan) and other regulatory bodies' requirements. UL is playing a critical role in helping manufacturers meet stricter, mandatory energy efficiency performance regulations while cutting overall costs."
UL's new Plano, Texas HVAC/R performance test center will accommodate three existing dual cell psychrometric testing chambers from its previous facility and a fourth, larger chamber. This new, 60-by-32-foot chamber is already operational and is designed to provide maximum flexibility to accommodate customer needs and expectations. The new chamber is divisible into four independent dual cell psychrometric rooms each with the capability to measure over 200 thermocouple points, has a temperature range of 10 degrees to 132 degrees Fahrenheit and has the capability to test either 50 or 60 Hz equipment.
"UL is committed to serving this industry and will continue to invest in providing the tools needed for HVAC/R manufacturers to bring safe, energy efficient products to market faster and more efficiently," said Zhou. "We look forward to helping support the growth of the HVAC/R industry in North America and around the globe with our existing facility in Suzhou, China, and now our new facility that employs cutting edge equipment and superior engineering talent."
The facility in Texas will test to all major national and international standards for safety and performance, such as UL, IEC, AHRI and ASHRAE standards as well as customer-specific energy efficiency requirements. UL's engineers and staff will be relocated to the new facility and more technical staff will be hired in the near future.
This announcement aligns with UL's increasing, companywide focus on energy-efficient and environmentally-friendly products and technologies. In January 2009, UL launched UL Environment, Inc., a wholly-owned subsidiary that tests and validates environmental claims including energy performance.

First Bank and Trust of Providence, R.I., Becomes a Certified Lender.(Originated from The Providence Journal-Bulletin, R.I.)
PROVIDENCE, R.I.--Feb. 6--First Bank and Trust Company, of Providence, has been awarded "certified lender" status by the U.S. Small Business Administration. As a result, the bank is now guaranteed authorization of its small business loans by the SBA within three days.
The bank was granted membership into the SBA's Certified Lenders Program because of its growing volume of SBA-guaranteed loans and the high quality of the bank's credit analysis, said Mark S. Hayward, of the SBA.
Certified lenders are in the second tier of the SBA's three-tiered lending program. The highest tier, "preferred lenders," can make loans directly to small businesses with only minimal involvement of the SBA.
First Bank and Trust made its first loan as a certified lender to JP & Sons Liquor, on Union Avenue, Providence.
The bank, which is a subsidiary of First Financial Corp., is one of several community banks that have been designated by the SBA as certified lenders. The others include Bank of Newport, Domestic Loan & Investment Bank and Washington Trust Co.

Plotting strategy.(NATION)(INSIDE POLITICS)
Byline: Greg Pierce, THE WASHINGTON TIMES
Plotting strategy
"It's the final stretch for Sen. Joe Lieberman's Connecticut Democratic primary on Aug. 8, but everyone is already plotting strategy in case he loses to anti-war rival Ned Lamont as polls suggest he might," the New York Post's Deborah Orin writes.
"A lefty conspiracy theory claims Republicans may endorse Lieberman if he loses the primary, since their candidate, Alan Schlesinger, has ethics problems and is under 10 percent in polls," Miss Orin said.
"'Absolutely not, no way,' says Brian Nick, a spokesman for the National Republican Senatorial Committee.
"Anyway, Lieberman says he'd stay a Democrat while running on an independent line.
"The intriguing question involves the committee in charge of electing Senate Democrats headed by Sen. Chuck Schumer (D-N.Y.), who refuses to say what he'll do if Lieberman loses the primary.
"But it may not matter, because, from a strategic point of view, Schumer's Democratic Senatorial Campaign Committee doesn't need to put one red cent behind Lamont or Lieberman.
"Why? Because a Democrat will win that Senate seat in November, whether it's Lamont or Lieberman. The DSCC is supposed to save its money for close races. Besides, Lamont is a self-funding multimillionaire, and traditionally, they don't get much DSCC money.
"The MoveOn/Deaniac/Daily Kos types pushing Lamont may go ballistic if Schumer won't fund him, but Schumer doesn't answer to them he answers to other Democratic senators."
Lefty TV critics
"When Fox News Channel Chairman and CEO Roger Ailes spoke to the Television Critics Association Monday night at the group's gathering in Pasadena, about two-thirds of the 150 attendees in the room walked out in protest," the Media Research Center reports, citing the Miami Herald's Glenn Garvin.
Several of the TV critics left "voicing their scorn for what they say is Fox News' conservative spin," Mr. Garvin reported Wednesday.
Said the Media Research Center (www.mrc.org): "Can you imagine 100 TV critics, upset by CBS's liberal bias, walking out on CBS chief Les Moonves or CBS News President Sean McManus? Or even a dozen critics turning their backs on the scandal-scarred Dan Rather? Such open disdain for Fox News Channel's uniquely non-liberal approach speaks volumes about the media elite's arrogant belief that it's journalistic malpractice to give a fair shake to conservatives."
Sheehan's purchase
War protester Cindy Sheehan has purchased a 5-acre plot in Crawford, Texas, with some of the insurance money she received after her son was killed in Iraq.
The group she helps lead, Gold Star Families for Peace, says on its Web site that it will return next month to protest the war in Iraq in the small town near Waco where President Bush has a ranch. Like last year, Mrs. Sheehan, whose son Casey was killed in Iraq in 2004, will again demand to meet with the president.
"We decided to buy property in Crawford to use until George's resignation or impeachment, which we all hope is soon for the sake of the world," Mrs. Sheehan said in a newsletter. "I can't think of a better way to use Casey's insurance money than for peace, and I am sure that Casey approves."
McCain's blogola?
For weeks, the political mini-scandal on the Internet was the question of whether Markos Moulitsas Zuniga's liberal DailyKos.com site was secretly influenced by Mr. Moulitsas' former blogging partner, political consultant Jerome Armstrong.
Now questions have been raised about conservative blogger Patrick Hynes, who announced Monday that his consulting firm, New Media Strategics, has been hired by Straight Talk America, the political action committee of Sen. John McCain, Arizona Republican.
The problem with that, Jim Geraghty writes at www.nationalreview.com, is that "New Media Strategics had been under contract with McCain's PAC .. since May. Hynes has, since that initial payment, posted several items praising McCain and critical of [Massachusetts Gov. Mitt] Romney." Mr. Romney is seen as one of Mr. McCain's potential rivals for the 2008 Republican presidential nomination.
Furthermore, Mr. Geraghty writes, during the uproar over so-called "blogola" charges involving the DailyKos site, Mr. Hynes compared popular radio talk-show host Hugh Hewitt who had criticized Mr. McCain on his blog to Mr. Moulitsas.
"While I don't believe Hugh is the Kos of the right, one question lingers in my mind: Who died and made Hugh Hewitt King Republican?" Mr. Hynes wrote on July 13 at his blog, AnkleBitingPundits.com. "If I was a conspiracy theorist, I would suspect Hugh of bashing McCain in the services of Mitt Romney, who Hugh, it has become increasingly obvious, supports along with Arlen Specter."
Mr. Hynes made similar accusations about pro-Romney bloggers at RedState.com, reports Mr. Geraghty, who said he received an e-mail from Mr. Hynes.
"You are right, Jim. I ought to have disclosed my relationship with Straight Talk America earlier," Mr. Hynes wrote in the message. "The reason I didn't do so is because I was not being paid 'to blog.' I have been a political consultant for 15 years. That's what I was doing for Straight Talk America: providing political consulting."
Stark contrast
"Ten years ago, on April 18, 1996, Israel attacked Hezbollah in Lebanon for 16 days in an operation called Grapes of Wrath. The global condemnation of Israel was fierce, especially when it bombed a U.N. refugee camp, killing 107 people, an attack that Tel Aviv said was a mistake," Dick Morris and Eileen McGann write in the Hill newspaper.
"At the time, the United States did nothing to stop the tide from turning against Israel and President Clinton said, 'I think it is important that we do everything we can to bring an end to the violence.'
"In private, Clinton seethed at the Israeli attack, saying he had discussed with Israeli Prime Minister Shimon Peres the possibility of concluding a military defense treaty with his nation, pledging U.S. aid in the event of an attack. ..
"No such treaty was ever signed.
"Clinton's willingness to use American power to force a cease-fire on Israel before it had fully eradicated Hezbollah stands in stark and sharp contrast to George Bush's insistence on letting Israel proceed with its attacks until the terrorist group is neutralized.
"In a nutshell, this illustrates the difference between the Democratic and Republican approaches to Israeli security."
